Since Xi Jing Pin took office, China has been aggressively increasing her military expansion to the East China Sea and South China Sea and has started saying that not only Senkaku but also Okinawa are at territorial disputes. Furthermore, China even proposed USA that the Pacific Ocean should be divided into 2 parts and the western part from Hawaii must be under the control of China, and also she has been trying to contain India under the beautiful name of “Pearl Necklace”, which will certainly do harm against India’s sea lane and exploitation of natural resources in her territorial waters.
They say in 20 to 30 years China will catch up with USA in both GDP and the military power, then the above mentioned nightmare may come true. Looking back on 4,000 year-history of China she has been always expanding to the surrounding countries, and now she is the “late Imperialist” as major western countries used to be in the 19th to 20th century and has actually colonized Tibet, Uighur, South Mongolia, etc.
In order to prevent China from such unreasonable aggression and to guide her to follow international rules, I am convinced that we need to conclude the Japan-India Security Treaty (JIST) right now. Together with the Japan-USA Security Treaty JIST must be the basis of peace and security in Asia, and also the cooperation with ASEAN, Australia, New Zealand, S.Korea and even Russia will be very effective to enclose China in order to secure the free sea lane from the Middle East to the Far East and to let each country enjoy benefits of her natural resources in territorial waters.
In the near future India will catch up with China in population, GDP and military power, and she will certainly become one of the most important key players all over the world.
While, Japan has just started recovery from her “lost 20 years” and will make contribution to developing countries in the world, particularly in Asia.
This is high time for both India and Japan to further accelerate the mutual cooperation not only in politics, economics, culture, etc. but also in security.

習近平が就任以来、中国は東ｼﾅ海並びに南ｼﾅ海に対する軍事的勢力拡大を急速に強めている。更に、米国に対し太平洋を2分しﾊﾜｲより西は中国の影響下に置くべしとの提案をし、且つ「真珠の首飾り」と言われる戦略でｲﾝﾄﾞを封じ込めようとしており、これは明らかにｲﾝﾄﾞのｼｰﾚｰﾝ並びに領海における天然資源の開発を害するものである。
一般的に20～30年以内に中国は米国にGDPにおいても軍事力においても追いつくと言われているが、その暁には先述の悪夢が現実のものとなるかもしれない。
中国4,000年の歴史を振り返れば同国は常に周辺国を侵略し続けており、今では西欧列強が19世紀から20世紀においてそうであったように「遅れてきた帝国主義国」としてﾁﾍﾞｯﾄ、ｳｲｸﾞﾙ、南ﾓﾝｺﾞﾙ等を事実上の植民地としている。
中国のかかる拡張主義を防ぎ国際ﾙｰﾙに従うようにさせるには、今こそ日印安全保障条約を締結する時だと考える。
日米安全保障条約と共に同条約はｱｼﾞｱの平和と安全の基盤となり、更にASEAN、ｵｰｽﾄﾗﾘｱ、ﾆｭｰｼﾞｰﾗﾝﾄﾞ、韓国、そしてﾛｼｱとさえも協力することにより中国を囲い込み、中東から極東に至るｼｰﾚｰﾝを確保し、各国が自国の領海内の資源を自由に開発することができると考える。
